A shine is not just wax. The shoe is cleaned, fed with cream in the right color, built up in thin wax layers on the toe and heel, and the sole edge is dressed so the whole shoe reads as cared-for rather than just buffed.
It is also the cheapest thing that makes scuffed shoes look new again: the gallery has a pair of dress shoes whose scuffed toes were polished out completely, and a pair of Chanel shoes a customer thought were ruined by deep scratches.
